Not rust, but oxidation. Use spray lube and muscle. Don't use soft face hammer. Use heavy hammer, hit tire not wheel, from behind. Secure/safety vehicle, proper jack stands. Leave one lug nut partially on to prevent wheel from flying off. Have at it.
A little penetrating lubricant helps. Put on two lug nuts loosely so the wheel doesn't go flying and start kicking from the back side. Or, use a big rubber sledgehammer. I've forwarded the rest of your question to the Automotive Manufacturers Association of the World. They said we can expect a reply in 6-8 years. ;-)
automatic trans have a strainer inside the transmission pan[sump] the transmission does not require a filtration system as effective as the engine does,so it's not as easy to get to. To change the fluid,strainer and gasket, a mechanic removes the pan from the bottom of the transmission,clean everything and replace it all. SOooo. you can call it a filter,but it really is a strainer in the bottom of the transmission. BRILLIANT!!!!
the reason they are tight on hub is that your lug nuts only hold the wheel to the hub the center part of the hub the hub takes all the weight and road abuse [ cornering , pot holes, etc, ] if they were loose it would shear of your lug bolts. to help next time get you some anti-seize and put some on wheel center and lug bolts
