I tried using a ladder to get him down but he's really lodged in and has scratched me several times, should I just call 911 or something. ?

If it is a newer house it is hard wired and probably also has a battery back up and this battery needs replacing. The base itself is likely fixed firmly to the celing, the trick is figuring out how to remove the cover. They can be difficult.. See if you can find a similar one at your local store and look to see how it comes off. find a fixed chair rather than the swivel for safety.
