My house is so cold- and I had insulation blown inWhat is the problem?

I have small house that was relatively airtight, after having bought new windows and exterior doorsThe attic had insulation as wellI qualified for quot;energy assistancequot; and one of the things they did was do a test of the energy efficiency of my house- and they drilled into my walls (plaster exterior, vinyl siding over wood outside) and determined there was insufficient insulationSo a company came out and they drilled 3quot; holes all around my house and blew in what looks like mulched paper into the wallsThen plugged the holes with wood and put back on the vinyl siding.My house feels EXACTLY the same as beforeThe exterior walls are still just as cold to the touch as they were beforeWhat is going on here? I am cranking my heat the same as beforePossibly even higherI looked around the internet and can't find any information on why my walls would still be just as cold to the touch.

The walls are supposed to be cool to the touch this time of yearIn winter they may feel cold, no mater how much insulation you have The problem may be the placement of your registersYou want your heat source (registers) as close to the cold spot (the walls) as possibleThis makes the house feel warmerInsulation does not make a house seem warmer, it just cuts the bills.
you can find out if it will hold by pouring 2 quarts water in to your dish and most of my casserole dishes are glass 9x13 pan will work
