If you can access your ductwork (like in basement, crawlspace or attic) and then seal and insulate the ducts, you will be able to solve this problem very easilyIf you can't access any of itthere are still optionsRegardless, you should also get an air sealing crew to air seal your homeCaulk windows, fix weather gaskets on your doors etcAlso, if your attic has less than 10 inches of blown in insulation, you should increase itGet an R-50 in your attic(if you have to put in more insulation, get the attic air sealed firstcaulk all the electrical penetrations into your ceiling etc.) Do what you can to reduce heat loss in the home as wellInsulated drapes are an effective way to do thisGet the kind that have a radiant foil (or space blanket material) inside the drapeAlso, they should velcro down to the sides of your window or seal down with magnet material Contact your states home performance with energy star program and or, call in a energy efficiency inspector(aka energy star inspectoraka BPI building anaylyst) They will know about all the programs your state and utility companies have to help you pay for these improvements and they will also be able to give you specific advice on your home that will help it perform better as a system and solve your comfort issuesTry to hire one that uses a blower door and has a thermal camera.
