Ok I replaced the Jpipe with new heat exchanges, what else should I look for?

on the older ones, if all else fails, it means that it's too cold out for them. sometimes, with that air cooled, the heater just wasn't up to the task.
common problem in the old bug, if your going to drive it in the winter you better get an external heater for it be gas or electric.
if it,s the older type V W check the pipe that delivers the heat from the engine to the passenger compartment.
make sure the cables to the mix doors are operable and that the doors open and close, also check all ducting, thats all there is to that system
This is an old-fashioned air-cooled VW Beetle, right? The heat exchangers gather warm air around the exhaust pipe, then the warm air is fed forward in the car through a heat duct. This heat duct can rust away and the heat never makes it to the front of the car. There is also a flap that controls the warm air flowing in the duct -- this flap can get stuck closed. Check the duct and the operation of the warm air flap. The heat duct is under the car, generally in the middle. It's quite easy for it to rust and I had one completely riddled with rust holes on my 1970 VW Bus. I replaced it with four-inch diameter vent piping from a hardware store, which was cheap and worked okay.
