A speed bump is just a long lump of asphalt. You can go to a home improvement store and find cold patch asphalt, and try that. Just be sure that you don't form a dam where water will collect. Instead, make sure that water will run off to one side or another, or that there are cuts through the bump to let it drain. I don't know how durable the cold patch stuff is compared to what gets put down by commercial pavers. It might break down within one season, or it might last for years. Check the instructions and comments on the bags.
