If you are seriously planning on spending a small fortune on quartz tubing, which is wild overkill for a bong as pyrex/borosilicate or even soft glass will work to hold water and display lights. Of greater concern would be the material used to seal the end(s) as quartz has a very very high working temperature requiring oxy/hydrogen torches and special eye protection to work it and is normally used only for high temp semiconductor manufacturing processes with metal and semi-metal vapor and you are unlikely to find resources to heat close it and will be gluing it.
