Not at all. The reason isn't because it interrupts students, it's because it defers the resources of your local fire department to a situation that is not an emergency. Just put yourself into the shoes of someone who is in an emergency and actually needs emergency personnel - would you want them to be unavailable just because some kid wanted to pull a prank?
