Quartz is not actually a brand. Many different companies that make generic watches will print quartz on the dial, becuase it is an electronic watch regulated by a tiny piece of quartz crystal. Citizen and Fossil.... well, I've handled both, and both of them can wear out after a few years. I do own a Fossil watch that I like very much - it's stainless steel (a big issue for me - stainless does not react with your skin or corrode over time; many watches are made of brass or bronze or other base metals, and after being worn constantly, the cases will begin to disintigrate and often leave green marks on your wrist) Also, I'm very cautious not to allow it to get wet. Water Resistant is rather misleading and only very few watches can withstand any significant water exposure. I like the styles of Fossil watches better, because they tend to be more unique - but as far as quality goes, they're probably about the same. Usually you get what you paid for with either company - a more expensive watch will *probably* serve you longer than a less expensive watch. Note - I would not get an Eco-Drive because eventually the rechargable battery will wear out and it is very expensive to have it replaced, and very difficult to find someone who can replace it (without sending it back to the company).
