I have just received a Hurricane 2 horsepower electric motor. It was used as a pump for a pool. Is there any way i can re wrap this motor and make it run on either 24 or 36 volts DC?

I would bet that a 2 HP motor is an AC induction motor. An AC induction motor is of radically different construction than a DC motor. The exception to the rule is small motors found in appliances that have brushes. These are called universal motors and will run on AC or DC.
I don't think so. Going from AC to DC is the hurdle (I'm assuming this is AC). It'd be more work than it's worth. If it's a DC motor then you can run on a lower voltage you just won't get nearly the output power.
Rather than rewind the motor, it may be simpler to use a DC to AC inverter. Try and size the inverter to the motor and expected load - as bigger is not better - it's wasteful.
