In the old days, when keys and locks were ginormous, yes. Now a days, no. Locks and corresponding keys are way too dissimilar. Only if locks are selected to be similar but not identical could there be a master key.

It's not only one key. Skeleton keys are used with low security warded locks. Part of the key is used to move the mechanism that operates the lock. The lock also as obstructions (wards) that get in the way of the key turning if the key includes metal in the wrong places. The placement of the wards varies so that different keys can be denied access. A sleleton key merely has any metal at the business end that is not actually needed to operate the lock removed so that none of the wards get in the way. There are ways to modify more modern keys to exploit the weaknesses of other lock designs. The last link below is to a guide that has been around for almost a quarter century.
