Question:

Should specially made handicapped fire hydrants be made available for older or crippled dogs?

It seems like the humane thing to do. The dogs could be fitted with special tags that shows they are registered to use them.

Answer:

I think you mean thicker piece and, it is really up to the project/ craft. Glue to sheets of wood with medium thickness for a much stronger object. I bet you could use a thicker piece. Use a very strong bonding glue, or probably rubber cement. I really don't know about the press problem. Sorry
I don't mind the wind so much but the bugs are no fun. I hate to state the obvious but why not just wear a full face all of the time. Many crashes are going to send you face first into the pavement so why ride without a full face anyway. Your face will look a bit odd without a nose.
