Your roof need vents right in the actual roof which should have been done when the new roof was installedNow you should consult with a heating/ventilation company for more infoYou can add blown in insulation to your attic floor.
First make sure you are not blowing insulation over the top of your vented panelsThey make a styrofoam baffle to place out over your overhang which allows you to blow insulation under it as it has air channels in it all the way to the end that let air circulate up and pass the blown insulationNext - Yes get some more ventilation with the turbine (whirlybird) vents or better yet is a power roof ventilatorIt will make a difference when it's done.
Keep blowing in the insulation and you could add a couple more vents on the roof.
