Smell coming from heating vent in house...?

We rent an apartment, its an old house divided into 4 apartmens. 2 on top, 2 on the the bottom. We are on the bottom floor. The heat is oil heat and the vents are on the wall just above floor level. When the heat kicks on and starts blowing, there is an awful smell that fills up the whole room. Kind of like and oil smell. It is really bad, I cant sleep at night because it stinks so much. I told the landlord and he claims the oil is low and needs to be filled but he never fills it. I cant take it anymore. The tenant upstairs even smells it, so if they can smell it one floor up, imagine how bad it is down here. My question is..is this smell harmful? Could it be carbon monoxcide? We have a 2 year old and I worry about her. I dont want something bad to happen to any of us. I complain all the time but the landlord is too damn lazy to do anything.

See Don S. above. Just to be sure, call the gas utility company and ask if they will come and do a carbon monoxide test reading. You seem to indicate the heat is from an oil furnace. No matter. The gas utility folks are usually pretty good about running free CO tests. If that does not work, stop by the closest fire station and ask if they will stop by for a free CO test. CO has no odor, but with a screwed up oil heating plant, who knows what is going on. CO is deadly stuff. But even a small amount each day over a period of weeks and months can make folks sick. That is because CO builds up in the body and it takes an extreme amount of time to get it out out the body.
How long have you ever lived there? the outline feels like the scent of methamphetamine. might have been left there by a prior proprietor. If it quite isn't achieveable, then i might say it quite is probable a ineffective mouse or something. I additionally had an electric powered socket in my domicile that smelled kinda that way.. it grow to be getting in basic terms barley warm adequate to make the insulation soften and stink. i might say, appropriate wager.. have an AC individual come check out it.. and scent of it. they have probable smelled it earlier and could comprehend what it quite is. reliable success.
See Don S AND Going Home's answers. If you find something the landlord is supposed to fix, you HAVE to submit it in writing. Once you have proof of a problem and that it has been submitted, the landlord has only FIVE working days to begin to address the problem, otherwise they are liable.
The oil smell could be (could be a cracked heat exchanger and the fuel is incomplete combustion) ( oil on the floor or surrounding area near the furnace filter).Could be an old rag logged with oil in the basement. Investigate. Follow your nose. And then report back.
