i dont think the fabric will matter all that much. just something cotton based. as for the dye, you can get some pretty cheap at walmart or somep[lace for like 1.50 a box/color. I think its in the laundry detergent/bleach/cleaning section. the instructions are real simpleim no expert on the pattern making, but basically you can just twist the sheet in sections and tie em off with rubber bands and dip it in the dye. The more creative you get with the rubber bands the more creative the tie dye haha. id recommend testing out a few methods on some white shirts/cloths or something
