Studded Winter Tires Vs Studless Winter Tires?

I live in Vermont so we get a lot of different inclement weather. And I'm going to be getting a new car that is Front Wheel Drive. (I've always had 4X4 and never had to worry about road conditions as I will with Front Wheel Drive) So my question is which is better to get: studded winter tires or normal winter tires? I always thought that Studded was the best but when I did research I found that Tire Rack did a test between Studded Tires and Non-Studded Tires and they said Non-Studded were the best, (Even on Ice). Is that really true? Should I just get good Non-Studded Winter tires?

We need more details. If it is hand-held one the roll of tape slides onto the bar from the side, with sticky side down from cutting teeth. If it is a desktop one its boxy cover usually lifts up and then you lift up a retaining bar and just drop it in. If you get specific we can too.
Almost no homes have them anymore. I would not have one, that's for sure. Because, they attract lightning. The theory is that if lightning gets near your house, it will hit the rod and be directed along a wire down the side of the structure into the ground. But lightning is hot, hot, hot and that's what burned down my uncle's neighbor's barn, the heat from the lightning set the thing on fire. So he didn't get a rod.
