Many areas of Brooklyn or Queens will fit your needs, especialy if you rent a walk up on the 3rd or 4th floor.
The best part about NYC is the public transportation system, you can live anywhere in the city and have access to the trains and buses which will take you all over the 5 boroughsThere are relatively cheap places, you can look into the Bronx, where there will be more options to choose fromNYC is no longer what it was 15 or 20 years ago, it has long since been removed from the most dangerous cities in the US, and it is a safe place to liveThe most expensive of places are those in midtowm manhattan, areas around the park, and areas around the financial district (excluding chinatown which is dirt cheap, but I wouldnt recommend itLook at living on the Grand Concourse or Broadway in the bronx, also look at the higher streets in manhattanThere are scores of projects around, but there are plenty of other places that are affordable that arent public housingLook around, get an apartment guideBest of luckYou can live in a crappy place, but step foot outside and you have the world at your feet.
