SWL and Capacity for Cranes...?

Can someone tell me the difference betweem safe working load and capacity of a crane?If possible, please provide reference along with tour answer.thanks for the help!!!

Example: Suppose a crane is rated for a safe working load of 10,000 pounds. To verify that it can safely handle that load it will be tested by lifting a much heavier proof load. So its capacity must be greater than its safe working load.

What sort of crane? If it is an industrial crane in a factory, the maximum rating for the crane is always lower than the true maximum to allow for a safety cushion. If the crane states it cane lift say 1 ton, it can safely lift 2000lbs. It will lift up to 2300 lbs if needed though.
