Get a sharpie, a pencil, a piece of aluminum foil roughly 10x10, a piece of aluminum foil about 2x2, a plastic bottle of some kind, a pin, and a lighterBurn part of the bottle carefully until it starts to melt through slightly, and then quickly push the sharpie through about half wayThe sharpie shape is tapered, so it is crucial to the later steps to only go halfwayWrap the tin foil, one end around the sharpie (not around the cap! it will get stuckleave about 3mm of space between the cap and tin foil), and one end around the pencil, and roll it up until it's formed into a long hollow cylinderPull out the pencil but leave the sharpie in thereAs you slide the pencil out, slightly bend the tube so that it will go in to the water bottle and go underwaterPush the small part through the hole in the side and push it down until it feels tightSince the sharpie is tapered, it will make it a tight fit, and will make the aluminum expand and fit in to the hole perfectlyNow fold your little 2 square piece of aluminum over the end of the sharpie and push it in to the tubeFold the pieces that are hanging out of the tube over it so it's completely air tightTake your pin and poke some holes in to the new bowl you've just madeGet your lighter again and burn another hole in to the back, where you can comfortably put your thumb while you hold itPush the sharpie through once more to make your carbFill the bottle with water, and the bowl with weed, and light up!

Why not insulate the 2nd floor? Something doesn't sound right hereIf your attic is well insulated, why is it hot? Is the insulation on roof rafters or on the attic floor between the 2nd-floor ceiling and the attic as it should be? Your house was built before the oil crisis and I'll bet those 2nd floor outside walls could use insulationIs there any where you can check easily? (like in a closet) You seem to have all kinds of vents in the attic but you're saying, the warm air can't leave because cooler air can't enterSoffit vents sounds good and you don't have to close the gable ventsYou probably need only a few.
