Answer:

Maybe need a really good and quick water filter coming from the river before it gets to heat exchanger. Even using city tap water, anti corrosion and rust inhibitors are added to water when used in heat exchangers. So if you are just running river water thru it and not reusing the water, it just need a large capacity sediment filter, otherwise the fine silts will settle in the exchanger wherever the flow is inhibited and block passage
Are the heat exchanger plates fouling or corroding? If they are fouling and it's reasonable to assume it would be on the water side, you can try filtering the feed, the vendor should be able to tell you what size particles you need to filter down to, you shouldn't need to filter to extremely low levels for a plate and frame exchanger. Have you tried backflushing the exchanger? Can you increase the water flow through the exchanger? Maybe the velocities aren't high enough to keep it clean. If it's corroding, then you need to identify what is corrosion mechanism. What grade of SS are you using?
Hello sanjeewaro : The water is depositing fouling, dirt, scale, etc and reducing heat transfer rate. You need a source of cleaner water. or You need to treat and filter the river water.
