You are trained to know the area, which road clog, which roads have these speed bumps and when to go on each road. Artery roads don't have speed bumps, the roads that often do are shortcuts through neighbourhoods, but if you're an Ambulance you can bully your way through traffic, drive on the wrong side of the road, etc, once into the neighbourhood slowing down is necessary, of course with kids around and things, you can't just blast through the neighbourhood to start with.
