Rules vary from tournament to tournament. I doubt that it's against the rules but you should read them to make sure.

Any tournaments that I have ever attended, and that's a few thousand or so, never allow face contact except in the adult brown and black belt divisions. So no, in that division there would be no face contact and probably no head contact either. The exception to that up that I know of is in Chicago the local tournament group up there has been experimenting with light contact for face and head with head gear that includes a face shield.
