Definitely start Shields. He is facing off against Daniel Cabrera (7-11, with a 5.08 ERA). Shields is the better pitcher in that matchup, so he should get the win. As for Gallardo, the guy he is facing is an unknown guy (by the name of Kyle Kendrick) who is 5-1. He is worse than Gallardo in every category (except wins, he has 2 more than Gallardo), so again, you have the better pitcher in their matchup. I would start both.
