I live in manchester nh and i am being overcharged rent for this dump. what are my legal rights and should report her into building inspector? this apartment building is so nasty rats will not live there.

Most of the time when a fire alarm chirps, it means the battery is getting low. You might also want to dust the fire alarm out a bit with some canned air (compressed air). It might be dusty inside. I used to have one in my kitchen beside my laundry room, and the lint from the dryer would get in it and it would start chirping too. If that doesn't work, I'm fraid you'll probably need to replace the fire alarm. And if it has wires comming out of it, it's probably hard wired into the house somehow, so when you replace it, turn the breaker off, or if you're like me, just call a handyman or electrician.
