What do the OSHA regs say about storing an empty pallet? Someone told me they must be flat?

I cannot find the info on the OSHA website. Someone told me if an empty pallet is in any position other than lying flat on the floor, it is a $1000 fine. That sounds plausible but I cannot find any info anywhere on the internet about it. If you have an answer, please tell me WHERE I can find it, so I can have documented PROOF.

yes if you look at the data plate on the dash it has all the specs on it also the O.S.H.A. web site has all the safety info on lifts and safe operating procedures

You mean a 4,000 pound capacity forklift? Yes.
Properly loaded you can lift 4k, that's what it's rated for. I used to push 25k lb jet motors around with a 10k forklift, push yes, lift no.
As long as the pallet is loaded correctly and stable it should be a breeze. Make sure the driver of the forklift is qualified and takes all safety precautions.
