They don't work. They lay around in the road all day becoming an obstruction for those of us who have somewhere to go!
They can do a great job of stressing suspensions at speeds but for better results try curbs

I would not give absolute protection to anyone, however journalists should be given as much protection about their sources as possible. Let's face facts, it's not journalists wondering the dumpsters of congress in order to find classified information that just happened to be thrown away, all classified information must come from somewhere so my guess is it comes from a person with enough clearance who wants the information out for public consumption. Why punish the journalist for providing the means of getting that information out?
It just depends on the situation. If they are designed properly (humps instead of bumps) and are installed on a road with a bunch of speed related accidents they may improve safety on that road. On the other hand, if they are not designed properly or installed on a road that has had very few accidents they might actually cause an increase in accidents due to the potential for loss of control over the bump etc. Speed bumps are a tool just like any other tool used for roadway safety. If used properly they can be helpful if not,they can cause more problems than they solve. There's no universal right or wrong answer. Each location must be evaluated given the conditions that exist at that location.
