If it is for sound unfaced is fine. Yes you can lay it on top. through a extra wire in the support for ceilings here and there and you would be fine. Don't trap heat in the light fixtures in any way.
It's good of you to worry about your BF's safety! Every so often, motorcycle magazines do tests to see how safe motorcycle helmets are, and to see if the more expensive ones are safer. Every time they find that all helmets are about similar in safety, in fact the cheaper ones sometimes do better in the tests. When you pay more you might get more comfort or more features. But buying a helmet is a very personal decision. Different helmets of even the same size can feel very different when you put them on. Some brands are made for certain 'shapes' of heads, and you'll hear bikers saying 'I don't have a Shoei-shaped head, I have a Schuberth-shaped head.' So it's probably not a good idea to buy a helmet for your boyfriend unless you bring him along to try them on. Also in these magazine articles they often show what percentage of impacts are on what 'zones' of the helmet. Something like 40% of impacts are on the -front-. So a full-face helmet is MUCH safer. But if your BF doesn't want to wear a helmet at all, it's going to be tough to convince him he needs a full-face. Also full-face helmets don't look 'cool'. The helmets that look 'cool' are probably the least safe, those little 'beanie' lids that look like a soup-bowl over your head. Here in California where we have a helmet law, they even sell helmets in motorcycle shops that are not real helmets. They have a sticker inside that says 'This helmet does not meet DOT standards and is sold for novelty value only'. The real purpose of these is that they're much lighter and smaller than a real helmet but the police won't bother you if you wear one, even though you are technically breaking the law.
That is an over exaggeration. The Shield came about abruptly. Nobody was expecting them to enter the WWE at all. Most people had a fair understanding of Rollins. The guy is a product of CM Punk's hard work of opening the independent door scene to the WWE. Rollins is a first of Punk's followers. So Rollins had it easy, and we thought that Punk would eventually feud with him if Kassius couldn't enter the scene earlier. Rollins has the look, skill and talk to perform like Punk. He would've gotten over with the fans very easily for the next two years, had he entered as a new guy. Ambrose was a similar situation. He had this mentally unstable or insane joker-like gimmick that got over with the fans. In ring skill is superb, but his brand and promotion signup was confusing everybody. He technically debuted, but he really didn't according to the WWE a few months ago. Me and alot of other people never heard of Reigns. We all heard he was a big guy, but we didn't think he would be a significant factor towards this major storyline. If anybody, I thought Kassius would've been a more reasonable choice, but Reigns still is great for the Shield. If anything, the Shield is a great way to keep things busy for a while. They may actually cost Rock his match. We might actually not see Twice in a Lifetime. WWE is out of top faces and heels. They need and will start using newer people. Although I was hoping for Ambrose and Rollins to debut individually, this could still work. We just need those crazy pay per view crowds to get some chants going and then they are over as a legitimate stable. It is too early to say they suck. We all wanted and sort of hoped they would all enter their own ways, but this could work out. Give it some time. We need to see things connect first, everything is a large mystery right now.
Since your interested primarily in sound-proofing, this answer is geared toward that. The best way to stop sound is multiple changes in density of material. For professional sound proofing thick rubber sheeting is often used in conjunction with air voids. You can put your batts of insulation over the drop ceiling, but for even better sound proofing you could attach rubber sheeting to the underside of the floor joists, that way the sound will have to go through the drop ceiling, the insulation, and air void, a rubber sheet, and another air void before it would transfer to the floor.
