Get a light weight painters extension pole and a paint roller handle less the roller. Get a 8 inch chunk of 3 or 4 inch round plastic pipe. Cut small grooves (4) on each end of the tube. Stretch rubber bands, attach to pipe at small grooves, these will hold your MIC. attach pipe to steel part of roller with screw type metal bands. YES. Your liability insurance SHOULD pay for the hydrant, but the city WILL bill for the damage. That is what liability insurance is for. Unless the damage exceeds your coverage limits, your insurance WILL pay, not matter what they say. I once had an accident in EXTREMELY bad weather and damaged a guardrail. I was cited for the collision. Later that week, my neighbor, who is an officer from a different department, told me he was 99% sure that the ONLY reason they actually cited me was so they could bill my insurance company for the guardrail.
