I have a Win Patrol PLUS installed in my PC and it keeps giving me a pop-up msg regarding the CTF Loader asking me if i want to include it in the start-up programs, i keep clicking NO but it still keeps on giving pop-out window asking over and over again. Is it safe to activate the CTF Loader?

That fake anti-virus is the actual virus. What you can do, is to go to another good, healthy (non-infected) computer or laptop. Download one or more Antivirus Recovery CD such as Bitdefender, AVG, AVIRA, Kaspersky. Burn the downloaded .ISO files to CD. Boot your infected computer or laptop from the Recovery CD you just created. Once your computer boots from the Recovery CD, update the virus database from the internet first and only than scan you computer for viruses, spyware and other infections. It is better to use at least 2 different Recovery CD's to scan your infected computer or laptop. Good Luck. Once you fix that, install WOT (Web Of Trust) and it will warn you about poor reputation and dangerous sites and block them from accessing your browser.
Yes CTF loader is required by Microsoft office, so every time your computer starts it looks for CTF loader. Go to msconfig, Start-Run-type msconfig.exe and click on the startup tabs and check ctfmon and restart your computer and you should be good to go. Issue generally faced the user upgrades to Microsoft Office 2007.
I don't know why Win Patrol Plus is so insistent about CTF Loader. My Yahoo! search for CTF Loader uncovered references to it as part of MS Office XP (2002) -- not even part of Win Patrol! Maybe Win Patrol Plus is scanning your startup programs and has doubts about that one. (Generally, that's a good thing for an anti-malware program to do, if it does it right.) According to one search result, The CTF Loader is part of Microsoft Office XP. It is used to activate the Language Bar (voice recognition) .. Does that ring a bell regarding your configuration? Yes, CTFMON.EXE (CTF Loader). Supports speech recognition, handwriting recognition, and other Alternative User Input services. If you don't use any of these then you can disable the service, to do this hold winkey(the key with the windows logo) R and in the run prompt type msconfig; now, at the tabs at the top select startup and find CTFMON.EXE and remove the check in it's box. On startup you will get a message saying you have made changes to your computer, just click don't show this again.
