In looking at the link you provided, they are just showing you what colors were used in each of the 2 sketches. If you want to follow what the designer has proposed in the drawings, using colors in the same way that he or she did, you can follow that. But the colors on each of the palettes provided will work together in several different ways. That is the point. This is true any time you see color palettes in paint company brochures, etc. A conservative way to start is to choose 2 colors from a palette that appeals to you to serve as your dominant room colors and then use 1 or 2 other colors from the same palette to be your accent colors. There are no hard and fast rules really, but if you can purchase a simple cardboard color wheel at an art supply store, flip it over and on the back there is a diagram that some designers use as a guide to choosing color combinations.
