Stopping sound is never cheap or easyThere is no such thing as sound proofing paint and don't believe it if someone tells you there isGlass fiber sound batt insulation in the walls is a good startYou can also laminate another layer of sheetrock to your outside walls.
If the walls were not finished yet, you could add insulation in the walls, which typically isn't done on interior walls as it's not needed for air flow reasons, but can help with noiseI would check at a paint store, but I haven't heard of sound proofing paint.
