I CAN'T answer your question but DON'T do what my wife did . She put the potted plant in a bag and sprayed inside with Raid .it killed the bugs AND the plant !!!
never had that problem, but sometimes its good to let the soil freeze outside for a while and soak it with some boiling hot water before planting anything to get rid of potential bugs.

because the soil has nutirents in it, the flies would go around there. when you open the bag of soil, seal it tightly when done, if not, they attract the flies there
