I have tried sandpaper and all it does is scrape up the paint a bitI was thinking a grinder would do the trick but I am not sure which type of grit would work for thatAlso I was thinking about chemically removing the paint as well.

You can try a methylene chloride based paint remover, however, this will oxidize the aluminium, and leave it dull and chalkyMethod 2 would be to use a heat gun and wire brush, this method will only leave brush marks, which can be sanded outMethod 3 (the best way) would be to have the hull soda blasted, which will remove the paint and leave the hull in almost new conditionI would avoid using a grinder, Aluminium hulls are very thin, and one slip could lead to unrepairable damage.
