What is the difference between orange and yellow construction vests?

Yellow seems to be common on construction sites, and orange seems to be common for surveyors and field workers, but I was wondering if there was any real difference in vest color.I know hard hat color used to be significant (but isn’t so much anymore), so I was just wondering if there was a formal or historical rule of thumb for vest colors.
