yes you could but your only going to get water from the skimmer once the level drops below that no water i would suggest a good fire extingwisher
Yes you can get sanctioned, and its not your house, its the university's; you are essentially a visitor.
If you aren't allowed to have toasters and you set off a fire alarm because of it, you certainly can get in trouble or get kicked out.
