It is a G4 bulb, it simply pulls straight out. It does not twist out like an incandescent bulb. Otherwise, the rubber sheet is a good idea to get a better grip.
No, it is not safe to have a blanket touching a wall outlet. That is definitely a hazard. I would suggest getting some of those plastic outlet covers. They are cheap and effective for precisely this sort of issue.
