What is the purpose of lip for car bumpers in body kits?

Is it just there to make it look aggressive and lowered? Is it because it looks good, different body kit styles. Is it to prevent scratching the bumper? It seems like having a lip would make it scratch even more cuz adding another accessory towards the bottom of the car.
