I believe its just an EXTRA gas tank, its mounted somewhere in your trunk usually, Its cool cause you can go longer between fillups, but, at the expense of slightly worse gas mileage
A fuel cell is what holds the fuel it self, like a gas tank. Usually fuel cells are used in many types of auto racing.
