What is the white chalk in my aluminum water bottle and how do I get rid of it?

I have two aluminum water bottles and I've only used one so far, after a few days I noticed that there was some white chalk on the inside of the bottleAfter washing and soaking I still can't remove the chalk that has formed.Any ideas on what this stuff is and how I can get rid of it? Also if anyone knows is it harmful?
