Iris, dayliles, jasmine, clematis, marigolds, salvia, are all low maintenance and full sun plants. Jasmine smells great. Lilac are easy to grow bushes that smell nice. Just go to a local nursery with that question. Find an old lady working there. Ask her what she plants.

The all time easiest to gow perennial flowers are day lily, iris, daffodil, peony. The best smelling is lavender which is easy in a warm, sunny climate.
I've had great luck with portulacas in the past. I've also have had wonderful luck planting tulip and hyacinth bulbs and having them come back every year. The tulips and hyacinths smell great! The links are more information about each flower.
