Go to Lowes and in the spray paint section you will see paint for lawn furniture. just make sure the surface in really clean and dry and leave it in the Sun for a little while so the UV rays can make the paint harden. You can use different shape sticker to paint over and peel them off, but do this with the vinyl stickers. the metallic sticker don't come off very easy.
good old rustolium sticks to anything and comes in half pint size cans. so does polyurethane enamels both are available at a hardware store near you.
there is a paint made especially for plastics now...i just used it and it works well. i think the brand name is krylon.

These are normal tubes of paint, the krylon is spray paint. Also try searching the web for plastic paint. Depending on your project, lightly sanding the surface might create enough tooth for normal paint to stick.
