Since there is no law making requiring you to leave when a fire alarm sounds, then no. If you are working for a company while the alarm sounds, then they could reprimand you for not following safety precautions. There are lots of false alarms with these systems, however now you are aware there could be danger. Smoke (the killer in a fire) and heat can travel fast and over take exit paths. I'm not sure what kind of bldg you where in, but in most commercial bldg, there is a lot of equipment and other rooms not present to the eye. Here's the safest thing to do; If it the first time in a long time for the alarm to sound, leave the building until they tell you otherwise. If it goes into alarm on a regular occurrence, make sure you stay aware that there could be a fire, even if you don't leave. But if you see, or smell smoke, get out fast.
CO2 is used in fire extinguishers because it disrupts the fire triangle of Fuel, Heat and Oxygen or any oxidizer. CO2 will not burn and will extinguish fire for 3 major reasons. Carbon dioxide does this nicely at cheap cost, being readily available, and has a cooling effect which lowers the temperature necessary to sustain combustion, and mostly because of its higher density than that of air, it covers the item burning with a blanket of non-combustible layer of CO2, displacing Oxygen. So you see, CO2 is effective in disrupting the Fire Triangle.
