I believe the term should be drifting. Electrons are constantly moving around the nucleus of an atom. In some materials the outer valence electrons are loosely held and can be made to drift from atom to atom. These materials are primarily metals This drift is called an electrical current. A material that has its valence electrons tightly held won't allow the electrons to drift. The electrons still move around the nucleus of the atom but don't drift to adjacent atoms. Such a material is called an insulator.
