It all depends on how big your budget is and what you can affordTo block sound a staggered 2 x 6 wall with 2 x 4's works well filled with foam or fiberglassA block wall will block most low frequency sound which is blocked by sheer massMost folks however use a regular 2 x 4 wall with good insulation and another board on the outside to again block air infiltration This can all be shot down by crappy windows that leak airThe sound will literally pour through the cracks in bad windowsThe better windows seal the quieter the home will beTo demonstrate this go into a dark room with little or no light, then just crack the door and see how light it becomesSound behaves the same wayThe 2 x 6 wall is a great way to go if you can afford itThen remember to insulate the heck out of the ceiling and the floorIf you are using a slab or basement insulate the slab and the block or poured walls at least to 42 inches down where the ground can freeze.
