I have been to Luang Prabang, it struck me as a very safe place. It is also incredibly beautiful and you are really lucky to be able to spend longer there. I guarantee you will fall in love with the place. Although it was a few years ago, I found it impossible to spend money in Laos because everything is so incredibly cheap. As for what to wear, I guess cover your knees and shoulders, nothing too revealing or suggestive and you will be fine.
