Hi There! The problem is a simple one my friend that i have repaired many many times in Dodge Neons! It is not the Speed sensor. It is not a cable problem either as that Year vehicle HAS NO cable at all! It is the Cluster itself. More than likely you have a bad solder joint on the circuit board. Very easy to repair! You just remove the cluster and resolder the bad connections using a magnifying glass! If this does not help then the Circuit Board May have a burned Resistor or diode or capacitor. You would have to remove it and examine it and replace the part as needed. very easy to repair if you can solder well! I could repair the cluster for $100. The other way is to get a new one ($$$) . or used one ($) I hope this helps. Good Luck!
