Do like you would if you got set on fire. Wrap him/her in a blanket or something roll around alot.
Wrap it in a towel, blanket, tablecloth, anything and roll it around continuously. Then take it STRAIGHT to the vet. Burns, even minor ones, can become infected and are very painful. Ever burnt your finger on a iron or hot pan? Ouch! Now imagine that all over your body. I would hope you wouldn't ever put your puppy in a situation where that would be likely to happen!
The old STOP, DROP ROLL. Grab him up in a towel or blanket or even your shirt. Drop him to the ground roll until the fire is out.
