Designers design the look - developers develop the code (hrtml and css are content and look, not code). Designers are usually graphic artists, developers are usually programmers.
Depending, It's a grey area, whoever they should fit into 1 of 2 things. 1) design the overall functionality of the site including programming/images/database/etc. 2) in a team situation, the designer creates the layout and look, the backend is created by the programmer and the programmer may or may not do any database work. A true team setting a programmer gives access to data and is easily added by the designers. Consider it a break between the artistic side and mechanical side of a project.
