I'm guessing by cement you mean concrete. Weights vary somewhat. Concrete 143 lbs. Cement 94 lbs. Sand 100 lbs. per cubic foot. Cement is the binder that chemically reacts to bind sand and stone making concrete. And yes, a pound of sand weighs the same as a pound of cement. I guess your talking about dry? For equivalent volume cement is heavier than sand.
