proteins (enzymes are generally proteins, though there are some catalitically active RNAs) take time to make. having them preformed and waiting to be activated means that less time is needed to respond to the signal that activates these proteins. its kind of like if you wanted to buy a computer (or many other things). if you need it quickly, then you get one thats premade. if you dont need it for a while, then its ok to custom make one. hope that makes sense.
